It seems, according to this list of NBA game sevens, that the only other time (besides the 2018 playoffs) both conference finals made it to game 7 was in 1979, where the Seattle SuperSonics beat the Phoenix Suns in the game 7 of Western Conference finals while the Washington Bullets beat the San Antonio Spurs in game 7 of the Eastern Conference.
