The interesting bit is that the runner has the ability to get back to first before the appeal is made, as opposed to a situation, e.g., where he has already returned to the dugout after scoring on a sacrifice fly.
Jul 10, 2019 at 15:02 comment added GreenMatt @chepner: Not that I want to get into some lengthy back & forth, but here's the text of 5.09(c)(1): "(c) Appeal Plays Any runner shall be called out, on appeal, when: (1) After a fly ball is caught, he fails to retouch his original base before he or his original base is tagged;" Right from the start, the section states that it applies to making an appeal, but no where in the OP is an appeal mentioned.
