Force out, but Can a forced runner staysbe tagged out when standing on base?

ManRunner on first and manrunner on second, no outs. Ball is hit to shortstop but the runner on second stays on base. 

Can SS just tag the runner who is still standing on 2ndsecond base? Then, then touch 2ndsecond base to force out the runner going from 1stfirst to 2ndsecond? This came up and no one knew the answer. 

My thought is manthat the runner on second is forced off base and can now be tagged out even though he isthey are still standing on 2ndsecond base as he isthey are forced off base.
